The PDF file that you got is copy-protected, which basically means that it was locked down to prevent the user from copying or editing the text from that PDF. Another reason you may not be able to copy is the PDF file may be using some weird font that may not be installed on your computer by default.
So you will need to unlock the protected PDF file first and then you will be able to copy and paste text freely. One of the easiest way to unlock a protected PDF file is using a free service from http://www.ensode.net/pdf-crack.jsf.
What you do is scroll down to the bottom of the page and you will see an input field to upload your locked PDF file and what they do is unlock the PDF in a new window on your default PDF reader.

I feel that this website is bit outdated because it does not support PDF files protected with latest encryption (256bit-AES) and also you cannot upload PDF file more than 5MB. Better to use desktop programs like this PDF unlocker.
One should not upload sensitive and confidential PDF documents on unknown 3rd party servers.
